Background. In 2021, due to the end of the implementation of the agricultural development program until 2020, a new document should come into force, which is expected to proclaim the change of the development course of the agricultural sector of the economy from extensive development factors (production volume and ensuring food security of the population) to intensive (development innovations, improvement of product quality, competitive growth, access to international sales markets). This large-scale process of modernization of agriculture will require the state to provide significant assistance and the formation of resource support for this. In this mechanism of state support the instrument of agricultural insurance is of paramount importance. In this regard, it is necessary to conduct a detailed assessment of the level of functional readiness of the supporting insurance infrastructure of agricultural insurance to the qualitative implementation of the tasks set in the framework of the new concept of agricultural development. The aim of the study is to identify the main factors that can have a noticeable effect on the level of adaptability of the implementation of a new model of state support for the agro-industrial complex of the Russian Federation for the upcoming changes.
Materials and methods. The priority within the framework of this study is to conduct a comprehensive analysis of internal and external factors affecting the further development of agriculture in the Russian Federation for the medium term. The objective assessment of the factors of functional readiness of the institutional environment of the system of state support for agricultural insurance for the upcoming changes is important. Considerable attention is paid to the issue of significant reorganization of the insurance market of the Central Bank of the Russian Federation in recent years due to the low quality of assets and the insufficient amount of reserves created. The activity of the formed unified association of agricultural insurers is also carefully analyzed. The quality and completeness of the regulatory support for the functioning of the serving insurance infrastructure (procedures for underwriting and pre-trial settlement of losses), the activities of insurance intermediaries, the compensation fund and the general uniform rules for the implementation of insurance are studied. To do this, a selective accounting of the consolidated expert opinion of most stakeholders on the problems and prospects of development of the system of state subsidies for agricultural insurance is carried out. The study is based on a critical assessment of the quality of functioning of the state support system for agriculture based on a comparative analysis of statistical data on the actual volume of insurance services rendered and indicators of agricultural development in the Russian Federation with planned values laid down in the state support program in accordance with the provisions of the Federal Law of July 25, 2011 № 260-FZ “On State Support in the Field of Agricultural Insurance and on Amendments to the Federal th law ‘On the development of agriculture’”.
Results. The study conducted a detailed assessment of the degree of readiness of the existing infrastructure of state support for agricultural insurance of the agricultural sector of the Russian economy to radically change the development vector – from quantity to quality. In connection with the large-scale reorganization of the insurance market by the Central Bank of the Russian Federation, a significant shortage of insurance companies has formed in the already unpopular agricultural insurance segment. In some regions, there are virtually no insurers working in the field of agricultural insurance. The policy pursued by the supervisor not only did not solve the problem of asset quality, but along with the introduction of a single subsidy mechanism and withdrawal from the market a significant number of insurance companies exacerbated the situation. The authors concluded that there is a low level of adaptability of the government support mechanism, which is aimed at encouraging the quantitative fulfillment of indicators of gross agricultural production, but not at protecting investments in improving its quality and the level of technical equipment of agricultural producers.
Conclusions. Based on the study, it was concluded that the level of development of insurance infrastructure in the agricultural insurance segment is extremely low. In addition, the weak development of the insurance infrastructure, the lack of own sales channels for insurance products, the low level of popularity of this type of insurance both by companies and manufacturers, and the actual lack of sufficient reinsurance capacity to solve large-scale problems of insurers does not actually solve the problem of lack pool) makes the agricultural insurance segment extremely vulnerable and unprepared for the expected increase in quality requirements state support of agricultural producers. This casts doubt on the effectiveness of the Institute of Agricultural Insurance as a tool to protect and support agricultural producers in the context of enhancing the policy of increasing the competitiveness of the agricultural sector of the economy, supporting innovation and the wide development of their own channels for the sale of agricultural products on world markets. All this creates additional obstacles to the formation of an effective agricultural insurance market based on the principle of constructive dialogue and mutually beneficial cooperation. Development and implementation of a competitive and customer-oriented insurance protection system based on actuarial principles of the insurance business will require reorganization of the existing insurance infrastructure, development of new insurance products, cooperation with farmers on the principles of interest in the insurance service.
